Mykola Tomenko: Calmness of Our Life depends on the Immediate Completion of the Discussion regarding the Election Code
Mykola Tomenko, the Deputy Chairman of the Verkhovna Rada of Ukraine took part in round table discussion, dedicated to the discussion of the Election Code Draft of Ukraine.
The round table discussion was organized by the Committee of the Verkhovna Rada of Ukraine on State Building and Local Self-Government together with the working group on elaboration of the Election Code of Ukraine and Institute of Election Law, under the assistance of the Coordinator of OSCE projects in Ukraine, Program on Parliament Assistance II, Program of the Council of Europe "Strengthening of the Local Democracy and Support of the Local Self-Government Reformation in Ukraine."
The Election Code Draft of Ukraine (Reg. No4234-1) that was elaborated by the working group formed in the Parliament, submitted for the parliamentary scrutiny by the People´s Deputies of Ukraine Yu. Kliuchkovkii, S. Hrynevetskii, S. Podhornii and V. Sinchenko on 23 March of the effective year.
In the course of the sitting it was planned to discuss the structure of the legislative act, its basic principles and election systems that are to be implemented during the elections of the People´s Deputies of Ukraine, Deputies of the Verkhovna Rada of the Autonomous Republic of Crimea, local councils and village, township and city mayors.
M. Tomenko, during the discussion declared that the conduction of such round table is a great opportunity for the specialists to thoroughly analyze the document and for author to present it.
M. Tomenko is convinced that adoption of the legislative act is essential to prevent the situation when in the course of the election campaign and before two days to its completion the rules of the game are changed. "If we have already gone great way in the constitutional discussion and have here pros and cones, then for the discussion on Election Code the day is really historic.
M. Tomenko stated that the Draft has two parts basic and principal, where there were a lot of items for discussion and it is highly possible that it would be accepted and the second one social-political. The second one, according to him would call a lot of discussions because the point of view in society is changed according to the political situation.
M. Tomenko wished the participants of the round table constructive and effective discussion.
